One integrated, independent review of the plans that protect people and support the event, carried out before they are approved, submitted or relied upon on the day.
Safety, medical and the points where they meet, so the two plans use the same assumptions, triggers and command structure.
Standard turnaround is ten working days. An urgent review within 48 hours is available, subject to availability.
Every review is led by Frank Black MIIRSM CertIOSH, from the first discussion to the closing call.
Event safety and medical plans are often prepared separately, yet they rely on the same risk information, command structure, communications, access routes and emergency arrangements. Optimal Assurance reviews both together, identifying omissions, contradictions and weak assumptions before the plans are approved, submitted or relied upon on event day.
Plans for next summer are usually written between October and January. A review at that stage is far easier to act on than one carried out in the final weeks, when licensing submissions, contractor briefings and deployment plans are already fixed.
When an outdoor event licence application is made, the local authority consults the Gardaí, the health authorities and the relevant councils. Where a road closure is involved, as in closed road motorsport, the road closure from the local authority and the permit from the governing body are further points where someone else reads the plan.

Yes. A Medical Plan Review or a Safety Plan Review covers one plan. The Integrated Review covers both and the points where they depend on each other, which is where contradictions most often sit.
No. Optimal Assurance will not review documentation it wrote or approved, or an event it will operationally command. Any relevant provider relationships are disclosed, and conflicts are assessed, before an engagement begins.

No. The review is independent of event staffing, medical provision and statutory approval. It supports informed decision making, but it does not replace the organiser's duties, the appointed safety officer or medical lead, emergency service consultation, licensing requirements, or legal advice.
Every review is led directly by Frank Black MIIRSM CertIOSH, an experienced Event Medical Coordinator and safety and risk professional. His frontline experience comes from large and complex mass gathering events in Ireland, such as Electric Picnic, Marlay Park, and Malahide Castle, and it is supported by formal education in health and safety and by postgraduate study in Managing Risk and System Change at Trinity College Dublin.
That combination gives the review a practical, risk based approach, grounded in how plans have to perform in real event environments, and not only in recognised best practice.
Send the current safety and medical plans with basic event details for a confidential scoping discussion, and you will receive a reply with how the review would be approached.
